  28. California has 31 million people; Oregon has about 3 million.  The
  29. cost of an initiative campaign in California makes it nearly impossible 
  30. for any sort of grass roots organization to put an initiative on the
  31. ballot -- it's just too expensive.  Even heavily backed groups, such
  32. as the recent school voucher initiative, failed to get on the ballot,
  33. because there wasn't several million dollars available to spend.

  40. be unfair -- to the sailors.  They, at least, are spending their own money.
