- California has 31 million people; Oregon has about 3 million. The
- cost of an initiative campaign in California makes it nearly impossible
- for any sort of grass roots organization to put an initiative on the
- ballot -- it's just too expensive. Even heavily backed groups, such
- as the recent school voucher initiative, failed to get on the ballot,
- because there wasn't several million dollars available to spend.
