  21.                West has been slow to get on this bandwagon, but
  22.                they do have several packages on CD-ROM now, in-
  23.                cluding the New York Supp.  CD-ROM distribution
  24.                has tended to be somewhat fragmented because the
  25.                barriers to entry are very low.  There are, for
  26.                example, several small companies that distribute
  27.                Connecticut (of all places!) cases on CD-ROM. 
  28.                Also, CCH and P-H have extensive tax libraries on
  29.                CD-ROM now.  Unless you are in a large firm with
  30.                lots of lawyers, I'm not sure CD-ROM is cost-ef-
  31.                fective compared to Lexis and Westlaw.
