  15. One question:  What are the current rules regarding filibusters in the
  16. Senate?  The old rules (as I understand them) were that (1) to invoke
  17. cloture required a 2/3 majority of the senate and (2) the speeches
  18. during a filibuster were not restricted (that is, they could be about 
  19. anything -- not just about the topic under consideration).  Are these
  20. still current or have they been changed?
