- The Police must think first of THEIR safety... being deaf doesnt mean
- one will not up and use those hands to grab a gun, etc and attk them.

- The bracelet would help AFTER the cuffing, after cuffing, and checking
- to be sure the persons no threat, then the police should by law have to
- uncuff one, else be SUED for civil rights violation.

- lipread their words.
