  17. In yesterday's New York Times, it was reported that Robert Reich,
  18. one of Clinton's key economic advisors, had insufficient credibility
  19. because he was not "really" an economist, but a lawyer.  To
  20. counteract this attack, Lawrence Summers is taking a leave from the
  21. World Bank to work with Reich.  Wasn't it Summers who wrote a memo
  22. at the World Bank (that was leaked) arguing for the economic 
  23. reasonableness of shipping hazardous waste to Third World countries?
