  18. Two Days of Rioting in Kamagasaki, Osaka

  20.      Kamagasaki is a neighborhood in Osaka, Japan, home to some
  21. 30,000 workers, mainly day-laborers, including many homeless
  22. workers. On October 1, the local governemnt in the neighborhood
  23. decided to stop paying out social security payments to needy
  24. workers. 
  25.      The approximately 80 workers who were turned out of the
  26. social security office on October 1 and told they were not going
  27. to receive any payments responded by smashing in the office's
  28. windows. In the early afternoon, some 1500 police arrived in the
  29. neighborhood to prevent the discontent from spreading. But by
  30. early evening, at least 1000 workers had gathered, alongside many
  31. youths and "normal citizens". Burning barricades were erected in
  32. the streets. Throughout the evening, the rioting spread as trains
  33. and busses were set on fire and a large supermarket was looted.
  34.      The next day, the local government stood by its decision and
  35. decided to once again refuse to make payments to the day-
  36. laborers. The social security building closed its doors at
  37. 9:30am. Out came the stones and molotov cocktails once again, as
  38. workers and police squared off in the streets for a second day.
  39.      By late afternoon, the local government gave in and agreed
  40. to renew its payments to the day-laborers.
