  18. Environmental Activist Jailed By Government Without Charges During
  19. Secretive Investigation

  21. Spokane, WA - A highly secretive federal grand jury investigation
  22. here has begun jailing people in an apparent harassment campaign
  23. of the animal liberation and environmental movements, according to
  24. those close to the investigation.
  25.      Environmental private investigator Jonathan Paul was jailed
  26. November 3rd after he invoked his Fifth Amendment rights and
  27. refused to answer questions concerning the activities of the animal
  28. liberation and environmental movements in the U.S.
  29.      Using an obscure federal statute, the government jailed Paul
  30. under the grand jury practice of "encouraging" people involved in
  31. political movements to talk, or face up to 18 months in jail. While
  32. even those accused of violent crimes are almost always allowed
  33. bail, political activists like Paul can be held up to 550 days
  34. without the possibility of release. Civil libertarians say the
  35. government's action is an abuse of the judicial process.
  36.      "I will not feed information to this government that wants to
  37. destroy political movements", said Paul before he was jailed.
  38.      Dozens of activists have been called to testify at the Spokane
  39. grand jury, and similar ones in Eugene, Oregon and in Michigan over
  40. the past year.
  41.      When Paul was taken away, his sister Caroline was also
  42. wrestled to the ground and handcuffed as she shouted "this is not
  43. right... this is a free (!! - typist) country." She was later
  44. released, and was allowed to kiss her brother goodbye before he was
  45. taken away.
  46.      Attornies for Paul have stated they plan a series of appeals
  47. to get him released.

  52.      On November 3, 1992, while many people were celebrating so-
  53. called democracy, the federal courts and judicial system were once
  54. again taking away the freedoms of another person. This time it was
  55. animal liberation/environmental activist Jonathan Paul, who was
  56. jailed for refusing to testify at a highly secretive grand jury
  57. hearing in Spokane, WA. This grand jury is one of several over the
  58. past year investigating the successful activities of the Animal
  59. Liberation Front.
  60.      Jonathan invoked his Fifth Amendment rights during the
  61. hearing, but was granted immunity - a tactic used to "encourage"
  62. witnesses to testify. Jonathan maintained his right to remain
  63. silent and was jailed for contempt of court. He can be imprisoned
  64. for a maximum of 18 months without bail and without a trial.
  65.      "I will not feed information to this government that wants to
  66. destroy political movements", said Paul, one of the founders of
  67. Hunt Saboteurs in California, before he was jailed.
