  38. If democracy means more than a set of procedures but implies
  39. something, about the substantive conditions of life, then here too
  40. poor Nicaragua looks better than rich America in the era of Ronald
  41. Reagan. Decades of colonialism, Somocista pillaging, earthquake,
  42. revolution and counterrevolution, have left Nicaragua with a legacy of
  43. extreme poverty, yet the very worst is not happening to the poor
  44. citizens of that country as it is to the poor on the streets in
  45. Washington D.C.; no one is starving and no one has been tossed aside
  46. like so much human refuse.
