- AB : In the framework of the review of the common fisheries policy (see
- JUS 9234.3.6 and JUS 9235.3.2), this proposal for a Council
- Regulation aims at establishing a Community system for fisheries and
- aquaculture. This Regulation, which, according to the Commission is
- the cornerstone of the common fisheries policy, bears on the following
- elements :
- * the CFP will cover all activities, including the raising of
- living aquatic organisms and related activities, not only on
- Community territory and in waters under the sovereignty or
- jurisdiction of a Member State but also beyond these areas in the
- case of all vessels flying the flag of a Member State or registered
- in a Community port;
- * CFP legislation will be maintained (system of reserved access in
- the 12-mile band, "Shetland area" arrangement, principle of
- relative stability as regards the allocation of fishing
- availabilities subject to restrictions on exploitation rates);
- * the present system of restricting catches will be replaced by a
- more global approach limiting exploitation rates for certain types
- of resources and by the revision of decision-making procedures, in
- particular by involving Parliament in establishing strategies for
- periods of three to five years depending on the fisheries or groups
- of fisheries concerned;
- * new strategies will be established both in the context of
- restrictions on fishing opportunities - by fixing exploitation
- rates for individual types of resources, for periods of three to
- five years - and in the framework of the restructuring of the
- fisheries sector in order to offer greater stability to undertakings
- in the sector; * global and integrated monitoring of the
- implementation of the CFP will be established by, on the one hand,
- stricter control of access (introduction of a system of Community
- fishing licences) and, on the other hand, by stricter control of
- fishing activities (use of new technology for location and
- communication and introduction of deterrent penalties at the
- appropriate levels); * stepping up of research covering all
- biological, technological and economic disciplines. Doc. COM (92) 387
