- The great liabary gives you technology when two other nations have developed
- it. If one other nation develops it you don't get the tech. Problem.

- nation xyz develops religion, now religion has been discovered (not by you) and
- the effects of the oracle is cancelled. Then someone develops university - now
- this cancels the effect of the great library.

- I remeber building the great liabary. Two turns later I found a
- scroll/city/gold/barbarians - it turned out to be a scroll with the
- developement of university. The effect of the liabary was pitiful - lasting
- three turns (I had purposely missed various techs in the hope of catching
- up through the library).
