- Actually, I dont think that railroads on water should really be considered
- as a bug. Just think of it as establishing shipping lanes. After all,
- your boats still have to use up the same movement points. And, as for
- fortresses, there are a few just off the coast near where I live. I
- believe some celebrity has had one converted as a get-away retreat.
- I believe they used to be used for much the same reason as you would
- use one in CIV. I.e. to defend inlets and the like from enemy invasion.
- Equally, the validity of having one in the middle of an ocean is lost
- in both cases.
