- Subvert is only offered if you can afford it, and are NOT at war with the
- civ that controls the city. Subverting will NOT cause war, inciting a
- revolt (at least sometimes) will cause that civ to go to war with you.

- I've no proof of it, but I also think sometimes subvert gets you a somewhat
- more intact city than incite does.
