  29. I don't think this is correct. If you are on NODEA and get the "NOLINKS"
  30. message, then it is coming from NODEA. If NODEB did not have any slots
  31. left in the link vector, then the message on NODEA will be "insufficient
  32. resources at remote node". So it's NODEA that needs to increase the
  33. number of links.
