- Not quite. When the "only preempt if priority is 3 above the current
- process" behaviour was added in V5.2 or V5.3, it wasn't configurable.

- PRIORITY_OFFSET was added in V5.4. A value of 0 (the default) meant
- "revert to original behaviour"; if you wanted the V5.3 behaviour, you had
- to configure it by changing PRIORITY_OFFSET.
