- DECterm windows do not count as users as far as LMF in concerned. Logging in to
- the login box does count as one user. A LAT connection counts, set host 0 from a
- DECterm also counts. CREATE/TERMINAL/DETACH in a network process doesn't count,
- but CREATE/TERMINAL/NOPROCESS followed by <RET> and username and password does
- count. Logging in through the login box on an X terminal counts, but any
- DECterms within that login don't count.

- As a rule of thumb: if you get prompted for username and password by LOGINOUT
- (or DECW$LOGINOUT) then you count as a user. Exception to this rule is telnet in
- UCX V1.3, but that was a bug, not a feature.
