  24. The point is that I'd like to allow certain users who aren't fully
  25. priv'd to create certain accounts (say, in a specific group), without
  26. being able to grant privs. In your example, anyone can just give
  27. themselves BYPASS or SETPRV or CMKRNL or whatever...
