  22. I too was having the same problem (16 mb ram, no apps running and 12+ mb
  23. swap file)  The solution turned out to be to get rid of the background bitmap.
  24. Apparently, the CSD/32-bit GRE has some trouble with remembering that it no
  25. longer needs memory that it has swapped out to disk when it comes to
  26. graphics on the desktop.  I got rid of the background and have a solid color
  27. now and I have a manageable swapfile
