  25.        The first 5MB of disk space is covered with the monthly charge
  26. for the account, and amounts over 5MB are billed at a modest rate.
  27. This eliminates any reason for the system administration to be concerned
  28. with file content, which is appropriate to a commercial service.

  30.        Netcom is constantly upgrading their hardware, as usage and revenue
  31. increase.  For a commercial service, this is what you want to happen.
  32. Yet the rates are much lower than those of a competing service, the WELL,
  33. which has underpowered hardware and a much larger staff.
