  18.    Our site is used mostly for research. When a user leaves, thier account
  19. is usually not removed. After a while we kill thier passwd so noone can log
  20. in, but we don't delete any of thier files. 
  21.    Each user here works for a lab. It may be that others in the lab will need
  22. access to the files of a user after (perhaps long after) they have left.
  23. Things only get deleted after a -long- period. So accounts can still get mail.
