- "debtors" don't come to collect - it's creditors. Our "debtors" are
- the ones that CANADA would go after...

- themselves. There is a fairly significant "foreign" portion to the
- holdings of the national debt - but most of the money owed, and most
- of the creditors, are in fact Canadians.

- - Banks (evil ogres, every one of them :-))
- - Pension funds
- - Canadians of all stripes. Those that have SOME capability to save
- wind up buying CSBs. And those that get "smart" and put the money
- into GICs give the bank some money, that it either lends out, or
- perhaps lends to the government by buying T-Bills.
