- Wait... are we talking about LA? ...are we talking about Earth?
- When a cop encounters someone, they (possibly subconsciously) classify
- that person as being a) good citizen or b) scum. If the person is
- suspected of a non-white-collar crime, the are "scum". If the person
- looks poor, non-white, hippyish, etc. they are "scum". Upper middle
- class men, house-wives, priests, people with "D.A.R.E." bumperstickers,
- etc. are "good citizens". They then treat you very differently
- depending on which category they put you in. Also, even people
- who are "good citizens" get a bit of intimidation, because they all
- fall into the category of "civillians".

- have gotten bored and stopped. It's only fun to beat people if they
- squirm or moan.
