  14.   Here at the University at Buffalo the local master, the only true
  15. master I have ever seen is known as Chester. I have only seen him lose
  16. a round 2 or 3 times. He can defeat you handily with any player on the 
  17. game, but I have only seen him use Guile and Ryu, Guile is said to be
  18. his best character. He is not cheap usually. By this I mean that he never
  19. ticks, and only semi-cheaps you with a throw if it doesn't really matter.
  20. Although he did sorta-cheap Vega in a close round yesterday. He plays 
  21. defensively. The only thing that seems to put him way above and beyond
  22. the rest is that he knows his timing and position (range) at near 
  23. perfection. Rumor has it that he helped to design/test the game.
