- As far as I can tell when I last checked out the laws, bank policy.
- The restrictions arose because most US banks recognize that if there
- were no limits and a problem arise (e.g., disgruntled spouse/SO steals
- card and $$, people who lose their cards with their PINs written on
- them, etc.), they would have a very bad problem even if, technically
- under the law, they could get away with it. For instance, many banks
- in New England in the early 1980s had very large limits (as high as
- $800 as I recall in the records) but have been subsequently scaled
- down to the now more common $300-$400 range. (New York probably
- has a higher limit to enable customers to have enough cash on
- hand for muggers.)
