  21. Don't laugh, it happens at the Univeristy of Victoria all the time.
  22. There's been a lot of mornings where I've driven around campus, and
  23. seen someone getting a ticket.  It's not campus security though, the
  24. local police dept actually comes up just to issue speeding tickets...
