  25. To start with the only people in the White House that are elected are the
  26. President and Vice-President. (In case you haven't heard, Washington's main
  27. crop of elected people, Congress, meets at the Capitol.) You would have a
  28. difficult time convincing anyone that Quail is smarter than James Baker. As
  29. for the rest of the White House, even if Quail were "the best political
  30. mind", it would be a distinction similar to being the biggest hill on the
  31. Moon.
