  11. The University of Waterloo, Department of Systems Design, recently initiated a  
  12. Random Drug Testing program.  According to a spokesperson, students and faculty  
  13. will be asked at random to sample new restricted and banned narcotic  
  14. substances.  While participation is said to be optional, students are advised  
  15. that failure to participate will be noted on academic transcripts.
