- I guess I wasn't clear enough. If we eliminate racism from
- *everybody*, and ensure that *everybody* has access to a decent
- education, then the number of black engineers will increase (assuming
- that the number of black engineers was held down by racism and lack of
- education to a greater extent than the number of non-black engineers).

- But I'm seeking to increase the numbers of all engineers; I care about
- the toys they can build for me to play with, not about their skin
- colors. As a side effect, I'm pointing out that this will tend to
- increase the racial balance.
