  18. What is the standard for underrepresentation?  Should the proportion of Jews
  19. on bank boards equal their proportion of the population of New York City?  Of
  20. the United States?  Of the world?  "New York City" seems the wrong answer,
  21. since these are institutions that draw their employees, shareholders and
  22. customers from all over.  But any of the other answers suggests a rather low
  23. percentage of Jews.
