  61.     Since alt exists specifically as an anarchy,
  62.     everyone is free to enact their own notion
  63.     of what its structure might be (including
  64.     none whatever).  Moreover, it is not going
  65.     to stay the same, no matter whose definitions
  66.     seem to apply at any given moment.  It's
  67.     probably more accurate to say that there are
  68.     at least as many "alt"'s as there are newsgroups
  69.     in it, and attempts to treat it as a unitary
  70.     objest are not likely to have much practical
  71.     effect.
