  16. issued without prior recent discussion in alt.config.  This stance is
  17. necessary to eliminate the mal-formed newsgroups and other chaos that
  18. has been a part of alt-net, and a number of other news-admins have taken
  19. the same position.

  21. This doesn't reflect on the merit, or lack of merit, of the newsgroup
  22. you attempted to create, but simply that you haven't followed accepted
  23. procedure.

  25. It's possible that I've missed the discussion.  If you can point out the
  26. article(s) that I missed, or you propose it and it receives favorable
  27. treatment in alt.config, then I will carry it here.
