- Robert Payne is a columnist for the Toronto (Ontario, Canada) Sun.
- He is very articulate, both in writing and in conversation. His
- thoughts are likely to suggest a renassiance man with a cosmopolitan
- view of mankind, no doubt influenced by life in his native Jamaica
- as well as Toronto.

- He recently finished a three year term as head of the Ontario Film
- Review Board (classification and censorship role for movies and
- video tapes) and participated in the Ontario Law Reform Commission's
- review of censorship.

- The OLRC report recommended an end to censorship, a cause that Payne
- has championed for the past few years. Under him, the censor board
- allowed explicit depictions of sexuality, including penetration to
- be marketed.

- Payne makes these points:

- "The Ontario Film Review Board is not a political battering ram, its
- chief function is to classify films and videos in a manner that
- allows intelligent adults to make appriopriate decisions for
- themselves and their children.

- "There is no credible evidence that screen sex and violence cause
- anything in real life (profits notwithstanding).

- "Canada's Constitution includes an entrenched right to freedom of
- expression.

- "Opinion polls show consistently that most Canadians abhor the
- thought of government dictating what they can and cannot watch.

- "Technology has rendered ludicrous the notion that government can
- ban images."
