  19. Robert Payne is a columnist for the Toronto (Ontario, Canada) Sun.
  20. He is very articulate, both in writing and in conversation. His
  21. thoughts are likely to suggest a renassiance man with a cosmopolitan
  22. view of mankind, no doubt influenced by life in his native Jamaica
  23. as well as Toronto.

  25. He recently finished a three year term as head of the Ontario Film
  26. Review Board (classification and censorship role for movies and
  27. video tapes) and participated in the Ontario Law Reform Commission's
  28. review of censorship.

  30. The OLRC report recommended an end to censorship, a cause that Payne
  31. has championed for the past few years. Under him, the censor board
  32. allowed explicit depictions of sexuality, including penetration to
  33. be marketed.

  35. Payne makes these points:

  37. "The Ontario Film Review Board is not a political battering ram, its
  38. chief function is to classify films and videos in a manner that
  39. allows intelligent adults to make appriopriate decisions for
  40. themselves and their children.

  42. "There is no credible evidence that screen sex and violence cause
  43. anything in real life (profits notwithstanding).
  44.  
  45. "Canada's Constitution includes an entrenched right to freedom of
  46. expression.
  47.  
  48. "Opinion polls show consistently that most Canadians abhor the
  49. thought of government dictating what they can and cannot watch.
  50.  
  51. "Technology has rendered ludicrous the notion that government can
  52. ban images."
