  19. After  a couple months of the Robertson Panel Meeting in  January
  20. 1953  Air  Force Regulation 200-2 went into effect.  It  mandated
  21. that:
  22.  
  23.      "the percentage of unidentified (UFOs) must be reduced to  a
  24.      minimum."
  25.  
  26. This meant that explanations had to be found one way or  another.
  27. In other words the Air Force was forcing it's personnel to debunk
  28. and  explain  away  UFOs. 200-2 was  complemented  by  Regulation
  29. JANAP-146,  making  the  release of  information  about  UFOs  by
  30. military personnel a crime punishable by a fine of $10,000 and 10
  31. years  of imprisonment. Most citizens do not realize that  it  is
  32. illegal for military personnel to discuss UFOs.

  35.                         JANAP Directives
  36.  
  37. Concern over military personnel releasing details of UFOs came to
  38. a   head  with  the  publication  of  a  report  by   the   Joint
  39. Army/Navy/Air  Force  Publication (JANAP).  The  JANAP  Directive
  40. states that anyone discussing UFO sightings with the media or the
  41. public  was liable to 10 years imprisonment and/or $10,000  fine.
  42. These directives came into force in February 1954.

  44. One   Directive  JANAP-146  relates  to   CIRVIS   (Communication
  45. Instructions  for  Reporting Vital  Intelligence  Sightings).  It
  46. states:
  47.  
  48.      "All persons aware of the contents of the service report are
  49.      governed  by the Communications Act of 1934  and  amendments
  50.      thereto,   and  espionage  laws.  CIRVIS   reports   contain
  51.      information  affecting  the national defense of  the  United
  52.      States within the meanings of the espionage laws, 18 US Code
  53.      793  and 794. The authorized transmission or  revelation  of
  54.      the contents of CIRVIS reports in any manner is prohibited."

  56. These  law clearly prevent most sightings from being reported  to
  57. the  public.  Those  that do are  quickly  "debunked"  by  quasi-
  58. scientific  explanations  that the general public are  more  than
  59. willing to accept.
