  30. I do him the compliment of assuming a).  Presumably, if he thinks
  31. "this is not just a smear" then he also saw nothing wrong with
  32. Lee Atwater's statement-- and tactics -- in the 1988 U.S. Presidential
  33. contest that he was "going to make voters think that Willie Horton
  34. was Michael Dukkakis's running mate".
