- Suggest you start by asking the American Paper Institute for the needed
- background information, for example:
- How much non-chlorine-bleached pulp is available on the world market
- and how does this amount relate to total US pulp usage in these grades?
- How many such pulp mills are under construction in North America and
- what are their planned capacities, and their expected start-up dates?
- Similar questions about the availability etc of recycled fiber,
- again in the appropriate grades, should come to mind. (I assume you
- do not want the state to print its archive documents on recycled
- newsprint or corrugating medium).
- Suggest you go to the library and bone up a bit on the industry.
- Kirk-Othmer Encyclopedia of Chemical Technology is a good starting
- place.
- Get my point? It's good to push for more recycling etc., but it's
- also wise to keep practical considerations in mind, or the
- industry lobbyists will wipe up the floor with you!
