  24. And when should we invoke a site-supplied system startup?  Before PMDF_STARTUP
  25. runs or after (but before the networks begin running), or before
  26. PMDF_SUBMIT_JOBS runs (and after the networks are started) or after
  27. PMDF_SUBMIT_JOBS runs.  I know of legitimate examples, in use at sites today
  28. for all four cases.
