  24. Perhaps the most successful environment organization out there is The
  25. Nature Conservancy.  Although they don't complete avoid government (in
  26. particular, they partner with them when convenient) they function
  27. primarily through the normal means of property rights.  The Nature
  28. Conservancy quite simply purchases land to protect wildlife and
  29. ecosystems, using privately donated funds.  Ducks Unlimited, another one
  30. of the biggies, does similar things for wetlands.  In other words, there
  31. are plenty of examples out there of where the private property model is
  32. working.
