- I personally suspect that they will, in some form, be introduced sometime
- within the next two decades. Consider two currently hot topics: Tradeable
- pollution permits and carbon taxes. The former shows that the government is
- interested in the possibility of property rights for pollution. The latter
- indicates that there is some concern about CO2. If the pollution permits work
- as anticipated, and CO2 comes to be considered a form of pollution, then
- tradeable CO2 permits don't seem all that unlikely.
