- crisis.

- The people who generated the crisis are Howard Jarvis and those of us who
- wanted our taxes lowered and in the process made a requirement that it takes
- a 2/3 majority to pass a budget. That fact creates a situation where a minority
- in Sacramento stalls the process hoping to gain political fall out it the
- future.
