  29. Mark: The "spendthrifts" in Sacramento are not the people who generated a
  30. crisis.

  32. The people who generated the crisis are Howard Jarvis and those of us who
  33. wanted our taxes lowered and in the process made a requirement that it takes
  34. a 2/3 majority to pass a budget. That fact creates a situation where a minority
  35. in Sacramento stalls the process hoping to gain political fall out it the
  36. future.
