  13. The Red Zone had the approval of the authorities.  It was allowed to thrive,
  14. undisturbed, on its narrow section of curb.  Unnoticed, it massed, and
  15. festered, and spread.....

  17. Nobody paid any attention to The Red Zone as it snaked its tendrils across
  18. the highways and byways of America.  Cancerous Red Zone!  Evil, Dire Red Zone!

  20. Now we are aware, but it is too late.  All across the land, curbs are strictly
  21. for Loading and Unloading Only -- No Parking in The Red Zone!  Cars roam 
  22. without direction, desperately seeking a haven, a resting place; instead,
  23. they putter along until they die and sputter into silence on the shoulder.
