  22. There's more to it than just the Republican hate-mongering
  23. that we're all so accustomed to.  There's also the active
  24. opposition to research funding, as well as the active opposition
  25. to social programs to slow the spread of the infection.  For
  26. example, we (the U.S.) currently have an infection rate of 25%
  27. among IV drug users.  In countries where there are needle
  28. exchange programs the infection rate among IV drug users is 4%.
