  22. House of Representatives and/or the United States Senate where they could form
  23. committees to talk it to death, thus creating the illusion of actually getting
  24. something important done?  Failing that, they could attach it as a rider to a 
  25. Constitutional amendment concerning prayer in public schools, prayer in private
  26. schools, prayer in the house, prayer in the senate, prayer in privately owned
  27. brothels (Nevada and certain sections of New Orleans only), flag burning,
  28. constitution burning, civil rights burning, or if they really want it to pass,
  29. attach it to a bill which votes the members of the prayer in space subcommittee
  30. a 34% raise.
