- I talked to some friends who have served as foster parents in the past. They
- told me that their county has a mediation process to head off having to send
- a child to a foster home. If there are significant problems; i.e., substance
- abuse or behavioral problems on the part of either the parents or the child,
- the child is removed to a foster home. If it's simply a matter of disagreement,
- the family is referred to counseling. The goal of the program is to keep the
- family together and only splitting them up as a last resort. This sounds like
- a good way to do it although I'm sure it's not without its flaws.
