  19. The FDA has no role in allowing people to import drugs that are
  20. not FDA approved.  The FDA approves drugs for sale in the US only.
  21. The customs service has jurisdiction over what can be imported
  22. or is confiscated.  The customs service made a decision not to
  23. allow RU-486 to be imported.  They do have statuatory authority,
  24. given by congress, to forbid import of any drug not FDA approved,
  25. but haven't been doing so until now for those bringing in drug
  26. for personal use.
