This sounds like medical paternalism to me.  The patient who has sufficient maturity to seek his/her medical records will normally have sufficient maturity to either understand his/her records, or take them to someone who can explain them.  Sure there will be exceptions.  You would deny the many access to their records on account of the immaturity of the few?  Stop playing God!
