  13. In the July 20, 1992, issue of Electronic Engineering Times, page
  14. 35, a "new class of functions found" uses the Terminal Summation
  15. technique by Thomas Phipps, Jr.  The method is supposed to be described
  16. in some old government report.  Does anyone know the name/source of
  17. this report and/or any papers on it?
