- No argument here. Air traffic control would be vastly simpler if it only had
- to deal with cargo planes and general aviation.

- These two are hard to figure. It's the standard problem of allocating costs to
- two products that are inherently both produced by any process that produces
- either: How much cost do you charge to each product? You can easily compute
- the joint cost, but dividing it up is problematical. As of 10 years ago,
- microeconomists didn't have any good answer to the question.
