  28. No.  Convert the freeways to turnpikes.  Make the tolls time-of-day dependent.
  29. Watch the businesses switch to staggered work schedules as their employees put
  30. pressure on them to do so.  Watch the amount of car pooling increase.  You
  31. might even see an increase in ridership for the RTD.
