- Everything I've read about the proposal in the newspapers appears to indicate
- that one-step licensing means you submit your plans, they go through a review
- process, and, if accepted, you then build your plant, and, if a
- post-construction review shows that the plant was built to the approved
- specification, you get to run it. This is as opposed to the current process
- where challenges to the design can be (and frequently are) made throughout the
- process, and where a favorite tactic seems to be to bring up one objection at a
- time, thus delaying construction by years, instead of making all challenges at
- the outset.
