  31. decade or two.  Their capacity must be dealt with before shutting
  32. down other plants.  Renewable energy plants can be constructed in
  33. extremely short times; retrieved capacity from efficiency is
  34. available is a short time span, also.  Nuclear plants take ten years
  35. to build.  The new "inherently safe" nuclear plants are still under
  36. study.  As a practical matter, efficiency and renewables are the most
  37. pragmatic approach.
