  19.     Welfare

  21. Those are mutually incompatible goals.

  23. If one is entitled to benefits because one 'paid' into it,
  24. then the welfare aspect is suspect.

  26. If one is entitled to benefits because you are poor, then
  27. the benefits being related to contributions is suspect.
